Spokane Daily Chronicle, Tuesday, Aug. 24, 1976. Compensation for Jail Time Denied Man SEATTLE (AP) TwenMichael Christie is To bitter man. After spending nearly four years in jail for a crime he didn't commit, the courts have that Christie isn't entitled to any compensation for his time behind bars. Despite another man's confession in 1970 to the $82 robbery in 1969 of a Renton gas station attendant, Christie was convicted of the crime, also in 1970.

The office of former Pros. Atty. Charles 0. Carroll, however, ignored the confession, saying Christie should fight his own case from prison. Gov.

Dan Evans' office referred Christie's relatives to the parole board, which rejected their pleas. When Christie argued before the state Court of Appeals for a new trial a year later, the prosecutor's office countered that the confession it had in its files didn't exist, when in fact it did. The appeal was denied, and Christie served his time until the guilty man approached Christie's attorney, John Watson, in 1973, and persuaded him the confession was genuine and Christie was innocent. Christie's conviction eventually was overturned, but his time in jail has left him disillusioned and has haunted him as he moved from job to job and state to state. "I'm an honest person, and when I write on (a job) application, I put down that I was Christie said.

"Then I try to explain a conviction that's not a conviction." Christie filed a $235,500 suit in King County Superior Court following his release from prison, alleging that the prosecutor's office maliciously concealed another man's confession in order to keep Christie in prison. But Judge W.F. Cole ruled that even if that was the case, a prosecutor and his employes are immune from liability for their official acts. Then, on July 29, Judge Nancy Ann Holman ruled that because the prosecutor wasn't liable, neither was King County. Christie's only hope for compensation now lies with the state legislature, which will consider a special bill next session to pay him $70.000.

Water Chief Job Created for England LONDON (UPI) Prime Minister James Callaghan appointed a commander-inchief for water supplies today to deal with a worsening drought that threatens to force industries to cut back to a three-day week. A 90-minute meeting by Callaghan and his top cabinet members ended with the appointment of Sports Minister Denis Howell to "coordinate all measures" to save water in worst drought in at years. Britain's, Appointment of a "drought minister" followed sharp reactions to the dawning realization of how bad the continuing drought alreadv is. The stock market dropped 8.2 points in morning trading, falling to its lowest level in 10 months. The pound sterling dropped more than half a cent against the U.S.dollar.

Union and business leaders warned of a cut in working weeks to three days, or even two. The country's top union leader proposed the slogan: "Save water to save jobs." Factors like a new high unemployment figure of 1.5 million out of work affected the stock market and foreign exchange losses. But dealers said uncertainty about the drought was a major factor. Lord Nugent, chairman of the National Water Council, warned! Monday of the possibility of a three-day work week in some areas, like that imposed in the winter of 1974 when a coal miners' strike crippled power supplies. "There are dangers to employment if the water supply worsens," Lord Nugent said.

"It could be very painful." The drought is the worst Britain has suffered since records began in 1727. London is down to 90 days supply of water. Several other areas of southern England and Wales have only 70 days supply.
